The American Red Cross Tsunami Recovery Program (TRP) had been established to direct the organization¢s response to the South Asia tsunami disaster. The TRP activities focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners. The Indonesia TRP Delegation operates from offices in Banda Aceh (main), Calang, Lamno, Sabang and Pulo Aceh. It also has liaison offices in Jakarta, and other areas in Aceh province in collaboration with the Indonesian Red Cross. The Indonesia TRP program has a budget of over $200m. It commenced in May 2005 and will be completed by June 2010.
DM Field Officer ( 1 person )
Specific DUTIES responsibilities and accountabilities :
To take initiative for implementation of ARC supported ICBRR program in the targeted communities in consultation with ICBRR Project Officer of the targeted program; To facilitate volunteers¢ team as well as individuals and community leaders including CDMC and school to implement program activities; To deal with project expenditures, preparing bills and vouchers, financial statement per ARC-PMI financial procedure; To support Project officer and liaison with program assistant to keep all records up to date and preserve in a proper and efficient manner; To keep coordination and liaison with Program officer (PMI Chapter) concerned branch DM officer, sub-branches and the targeted communities; Willingness to travel for field visit; To maintain liaison with other partners, GO & NGOs; To maintain better cooperation and coordination with other ARC program staff; To facilitate different workshop/training program and conduct meeting at community level; To ensure
smooth implementation of planned activities within the stipulated time; To prepare and submit regular progress report on ICBRR to the PMI concern authority as well as ARC Delegation; To carry out any other program related tasks given by the DM team.
Qualification and Requirement :
In good mental and physical health; Bachelors degree in any Development studies; Flexible and able to manage problems on his/ her own; Team player; Precise and analytical worker; Experience in community development, risk reduction and facilitating training workshops; Red Cross/ Red Crescent - knowledge of policy and procedure, organisation and activities; Self-supporting in computers (Windows, spreadsheets, word processing, PowerPoint presentations); Teamwork; commitment to the International Red Cross and Red Crescent Movement; integrity and personal conduct; sensitivity to diversity; flexibility and adaptability; initiative and direction; interpersonal skills; Reporting skill ; Basic accounting skills; Willingness and ability to field work
DM Program Officer ( 1 person )
Specific DUTIES responsibilities and accountabilities:
To plan and implement ICBRR program at Branch Level coordination with PMI Counterpart; To supervise ARC DM staff and provide technical supports to PMI counterpart; Develop implementation guidelines in consultation with PMI and other ARC sector; To facilitate the process of maintaining program documents/records update and efficient at ARC and PMI level; To keep coordination and liaison with ICBRR Program Partner-PMI (NHQ, Chapter, Branches), ARC other sector and local government unit in order to facilitate smooth and timely implementation of program activities at different level; To make frequent field visit in the project area (at least 50% of working days); To facilitate ARC DM and PMI in regards to program expenditures per budgetary provision and preparation of expense report per PMI-ARC financial procedure; To support PMI in organizing/facilitating trainings/workshops at different level; To support Monitoring and Reporting Officer in order to ensure
quality program monitoring and preparation of regular program reports; To maintain better cooperation and coordination with other ARC programs in order to ensure integrated approach; To carry out any other program related tasks given by the appropriate authority.
Qualification and Requirement :
University degree in any development studies; Three year project management experience with an International organization on disaster risk reduction; Excellent writing and communication skill in English and Bahasa; Good leadership, supervisory and management skill; Ability and ready for extensive field visit; Good knowledge on geographic and environment of the area of assignment; Excellent knowledge on computer operation (windows, excel, power point and graphic illustrator)
Deputy Program Manager ( 1 Person )
Specific DUTIES responsibilities and accountabilities:
To assist the ARC DM-Delegate for management of ICBRR program; To develop strategy, guidelines related to the project; To supervise project staff and provide administrative support; To provide support in terms of program expenditures, preparing budget and maintain financial procedure; To make frequent filed visit in the project area (at least 40% of working days); To ensure periodic informal survey and assessment along with M&E officer ; To organize monthly/quarterly meeting consultation with PMI; To keep all records up to date and preserve in a proper and efficient manner; To keep coordination and liaison with PMI, chapter, branches, NGOs, Government and other ARC program staff; To facilitate different workshop/training program in Bahasa; To facilitate ARC DM-Delegate in terms of translation and interpretation of program related documents and materials; To support ARC DM-Delegate in preparing regular program report; To carry out any other program
related task given by the DM Manager
